The research is based on the idea that the frequent progress in the technological aspect has cast a direct shadow on the overall relations between countries at all levels, especially the intelligence and security levels. This is because protecting information related to the national security of countries is through which methodological frameworks can be determined to move forward in political and economic aspects, etc. Hence, cybersecurity is a direct weapon to limit the phenomenon of breaches that threaten this information, which has moved to advanced levels through its use in targeting countries at the core of their infrastructure, as the level of conflict has moved to what can be called electronic wars, and this appears clear and evident in today’s wars, as specialized electronic attacks, which has led to general paralysis in the intelligence and security information system and its penetration in a way that makes it a source of concern for countries, as cybersecurity is considered the highest rank of threat to the national security of countries, and it has countries have adopted, and other countries are trying to find a set of mechanisms for cybersecurity and activate the role of those mechanisms in order to limit these attacks, which have become in a situation that places those countries in a serious security and intelligence dilemma, so our study came in order to find the appropriate ground for activating those mechanisms and guiding those who have the issue and relationship to benefit from, especially since the research is completely new in terms of the threats if it is neglected.
