Abstract

Somalia suffered from a civil war following the collapse of the rule of the dictatorial regime of Siad Barre in 1991, and the struggle for power led to armed confrontations of a tribal and personal nature between political movements and fronts, which directly affected the lives of citizens, and the state lost all its political joints, so that the United Nations began to take its role In maintaining international peace and security in response to the calls of international and regional organizations, and launched its operation in providing humanitarian aid and managing dialogue for national reconciliation between the Somali parties until the end of the work of the organization's first investigative mission in March 1993.
